Call for Projects:

2006/2007 Coordinated Program

Measure B Bicycle/Pedestrian Countywide Discretionary Fund, Regional Bicycle and Pedestrian Program, and CMAQ

The Alameda County Transportation Improvement Authority (ACTIA) and the Alameda County Congestion Management Agency (ACCMA) are requesting project submittals for the 2006/2007 coordinated bicycle/pedestrian funding program. The following three funding sources are being coordinated into a single call for projects: Measure B Bicycle/Pedestrian Countywide Discretionary Fund (Measure B), Regional Bicycle and Pedestrian Program (RBPP), and Congestion Mitigation and Air Quality (CMAQ). The total funding available is $7.7 million. Bicycle and pedestrian projects, programs and master plans are eligible to receive funding from these sources, and other clean air projects are also eligible for the CMAQ funds.

An Application Workshop will be held on Monday, November 6 from 3:00 to 5:00pm at the ACTIA Offices (426 17th Street, Oakland). Project applications (four copies) are due at the ACCMA Office, 1333 Broadway, Suite 220, Oakland, no later than 3:00pm December 15, 2006.

Countywide and Regional Plans

Alameda Countywide Strategic Pedestrian Plan
  • A description of the countywide pedestrian priorities (for capital projects, programs and master plans) and areas of countywide significance can be found in Chapter 4.
  • Capital Projects: A rating of the effectiveness of pedestrian improvements, and the distinction between pedestrian infrastructure items versus amenities is in Appendix F. Highly effective infrastructure items will be ranked highest in the scoring of applications.
  • Pedestrian Master Plans (PMP): A list of the elements included in a highly effective PMP is included in the Toolkit for Improving Walkability in Alameda County.

Alameda Countywide Bicycle Plan (ACBP)

Regional Bicycle Plan

  • As part of the update of the Alameda Countywide Bicycle Plan, the CMA requested that MTC amend the Regional Bicycle network to reflect the updated Plan adopted by the ACCMA and ACTIA Boards in October. The Regional Bicycle Working Group accepted the CMA's revisions at their October 19th, 2006 meeting. The Alameda County portion of the Regional Bicycle Network includes the Financially Constrained and High Priority projects identified in the 2006 Alameda Countywide Bicycle Plan, the entire Bay Trail, and regional connections to adjacent counties. In Alameda County, there are a total of 368 miles of regional facilities of which 155 miles are existing and 213 miles are proposed. Staff is in the process of providing the updated information to MTC, so that they can amend the Regional network in Alameda County.
  • The amended Alameda County portion of the Regional Bicycle network by corridor, project and segment is shown in the table and described in the database below (note the database only includes portions of the Bay Trail that are in the Countywide Plan while the map shows the complete Bay Trail).
