Staff
Dedicated to serving Alameda County, ACTIA employs eight full-time administrative and engineering employees, one part-time utility consultant, a program management consultant which includes the bicycle and pedestrian coordinator, and a paratransit coordinator consultant.
Staff manages consultant contracts, fiscal affairs, and serves as liaisons with project sponsors, Alameda County, and the 14 cities within the County. By law, administrative staff costs are capped at 1% of net Measure B revenues. Total administrative costs are limited to 4.5% of net revenues.
Christine Monsen

Christine Monsen was appointed Executive Director of ACTA on January 22, 1998. She is responsible for leading the staff and ACTA/ACTIA's many development partners, representing the authorities and delivering the promises of Measure B. Christine became ACTA's Deputy Director for project development in February 1995. She holds a Bachelor's of Science degree, a Master's in City Planning and a second Master's in Engineering, all from the University of California at Berkeley. She is a registered engineer in California.
She has worked both in the public and private sectors, in both planning and engineering positions. She has also served in a number of community service roles, as a member of
the Berkeley Transportation Commission and ACTA's Citizens Advisory Committee. She has twice received the Women's Transportation Seminar San Francisco Chapter Member of the Year award, and in 1999 was honored to receive the Chapter's Woman of the Year award. At the National level, Christine served as Vice President of the National WTS Scholarship Board, and on the National Advisory Board.

Arthur L. Dao

Arthur L. Dao was appointed Deputy Director and Project Development Manager for the Alameda County Transportation Authority in June 2001. He is responsible for developing and overseeing the delivery of the capital projects and working closely with project sponsors to monitor project development and construction progress and expenditures.
Prior to joining ACTA, Dao was a design manager with Caltrans, responsible for all of the state agency's Measure B sales tax projects in Alameda County. Art holds a Bachelor of Science in Civil Engineering degree from the University of California at Davis and is a registered engineer.

Anees Azad

Anees Azad is ACTA/ACTIA's Manager of Finance and Administration. He is responsible for all financial and administrative functions, including budgets, treasury, audits, systems and human resources. Prior to his appointment in January 2003, Anees served as finance director and treasurer for the City of Fort Bragg. Anees has also held senior financial positions with Alta Bates Corporation. He holds a Bachelor of Science degree in economics from Cal Poly Pomona.

Tess Lengyel

Tess Lengyel is the Programs and Public Affairs Manager for the Alameda County Transportation Authority. She is responsible for developing and overseeing the 2000 Measure B programs, including local streets and roads, bicycle/pedestrian, paratransit, mass transit and transit center development. She is also responsible for managing the Authority's public relations, legislative programs and community advisory committees.
Prior to joining ACTA, Tess served as a project planner and community education and outreach specialist for a private, international engineering company. Tess holds a B.A. in Planning and Policy / Environmental Studies. She belongs to the local chapter of Women's Transportation Seminar.

Lei Lam

Lei Lam is ACTA/ACTIA's senior accountant, handling various accounting and financial analysis functions for the authorities. She joined the ACTA staff in 1996. Prior to coming to ACTA, Lei worked as a senior accountant for a private engineering company. She also worked at the California State University - Hayward Foundation. Lei holds a Bachelor of Science degree in accounting from Memphis State University.

LaTonia Peoples-Stokes

LaTonia Peoples-Stokes is ACTIA’s new Authority Clerk. Taking over in
September for retired longtime Clerk, Trudye Johnson, LaTonia is
now responsible for working directly with ACTIA’s Board of Directors
and oversees contracts for professional services and agreements with
outside community-based and government agencies.
LaTonia is studying Public Administration at JFK University in Pleasant Hill.

Keonnis Taylor

Keonnis Taylor is ACTIA's new Programs Coordinator. Keonnis
provides support for all of the Authority’s Community Advisory Committees and
also contributes to various public relations projects at ACTIA. An
alumna of DePauw University, Keonnis was honored as a National
Urban Fellow, earning her Master of Public Administration Degree from
Bernard Baruch College’s School of Public Affairs in New York.

Arun Goel

Arun Goel, ACTA and ACTIA's Associate Transportation Engineer, graduated from San Jose State University with a bachelors and a Masters degree in Civil Engineering. Arun has worked on many infrastructure projects around the nation and locally, in the capacity of a consultant providing assistance in Project Controls and monitoring project schedules for on-time delivery and within budget. Arun also comes with experience as a project/design engineer, having designed flood control capital projects within Alameda County. Arun says "the key to a successful project is the incorporation of comments early in the planning phase, the coordination with all the affected party's, and delivering a project ahead of schedule and under budget." Arun joined ACTIA's team in June 2007.

Linda Adams

Linda Adams is the executive assistant for ACTA and ACTIA. She has been with the authority since 1990. Linda is also the staff liaison for ACTIA's Citizens Advisory Committee, and ACTIA's Citizens Watchdog Committee. She is also responsible for monitoring all appointments made to either committee.

Consultant Assistance
Francis Fruzetti
Francis Fruzetti serves as ACTA/ACTIA's Utilities Coordinator in a consulting role. When construction projects require interruptions or changes in utility lines, whether power, water, sewer, phone or data transmission cables, it's Francis' job to anticipate the various requirements, arrange for any required rights of way, and keep everyone informed and happy.

Naomi Armenta
Naomi Armenta is ACTIA's Paratransit Coordinator, responsible for the development and ongoing coordination of various programs funded by ACTIA providing special transportation services to seniors and people with disabilities. Naomi has a Bachelor's Degree from UC Berkeley and has been a paratransit consumer-dabbler for over 20 years.

Robert Washington
Robert Washington is ACTIA’s new Education and Outreach
Coordinator. Robert joined Nelson/Nygaard Consulting team in August
2006 to perform these services for ACTIA. Funded by a Mobility Coordination Grant, Robert supports
ACTIA by developing and maintaining a database of resources for
seniors and people with disabilities in Alameda
County. His other responsibilities include staffing a toll-free line providing
information about paratransit services, presenting Measure B program
information to groups and organizations for seniors and people
with disabilities, managing the wheelchair breakdown program,
and hospital-related paratransit issues.
Robert, a longtime resident of Oakland, has his Masters Degree in
Counseling from San Francisco State, and is a former Licensed
Marriage Family Therapist.

Rochelle Wheeler
Rochelle Wheeler is ACTIA's Pedestrian and Bicycle Program Coordinator, in a consulting role through the Bay Area Project Management Group. Rochelle has worked for more than five years in transportation planning for bicycles and pedestrians, traffic calming and transportation demand management. She has worked at both a local jurisdiction and a transit agency before joining ACTIA in January 2003.

Bay Area Program Management Group (BAPMG)
The Bay Area Program Management Group is a private consultant group that contracts with ACTA and ACTIA to provide a wide variety of specific services directly related to planning, monitoring and delivering the multiple projects and programs outlined in Measure B.
