SUBJECT:   Countywide Discretionary Fund Grant Updates

                         

 

Background

Staff continues to monitor the seven funded Countywide Discretionary Fund grant projects from Cycle 1 and the eight funded projects from Cycle 2. Project sponsors are required to submit progress reports every six months and a final report when the project is complete. To date, one funded project (Oakland’s Eastlake Streetscape Project) has been completed.

 

Change in Monitoring Deadlines

At its January 26 ACTIA Board meeting, the Board will consider a staff recommendation to change the grant funding deadlines to align with the fiscal year in order to streamline both the grant administration for ACTIA, and grant compliance for the project sponsors.

 

Currently, the project sponsors are required to initiate the project within one year of the Board awarding the grant, and to complete the project within two years of the Board award date. Because the award dates were in different months for the two cycles, the monitoring deadlines (for project initiation, project completion and progress reports), are different for each cycle.

 

The proposed change would essentially mean that:

§    Grant funds will be available as of July 1 (for future grants awards).

§    Project initiation and project completion will be required by June 30.

§    Progress reports will be required on June 30 and December 31 of each year.

§    Funding agreement will expire on December 31.

 

The current project sponsors are still expected to meet the project-specific


milestone dates outlined in each Funding Agreement, unless a specific request is made to change the milestone dates.

 

Status of Cycle 1 Projects

ACTIA funded seven projects in the first funding cycle. One project was completed, as noted above, and the remaining six are in progress. The current deadline for completing the projects from this cycle is February 28, 2006, two years after the Board approved the projects. As referred to above, it is expected that the Board will approve extending the completion deadline to June 30, 2006. However, sponsors are expected to meet the deadlines in their agreement, unless a request for extension is made.

 

At the last meeting in November, the BPAC received progress reports stating that three projects were requesting an extension of the completion deadline. The remaining three projects expected to finish by the February 28, 2006 deadline. However, all three have recently indicated that they will need an extension. Staff has requested that two of these three project sponsors attend the BPAC meeting in January to report on why they are requesting an extension, their current project status and their anticipated completion date. At a future meeting, staff may ask the remaining project sponsors to report on their project status.
