Route 13/Highway 24 Interchange

Closing the gap, Measure B funded construction of the missing connections between Route 13 and Highway 24 near the Caldecott Tunnel in Oakland. The new interchange was open in August 1999, enhancing safety, efficiency and access in the area. The project also included a bicycle path from Broadway Terrace to Broadway, bridging a critical gap in the bikeway network.

In addition to the interchange improvements, a new soundwall on westbound Highway 24 was constructed. The soundwall design was developed through community participation.

The Oakland firestorm of 1991 denuded the interchange area of vegetation. In response, the ACTA Board set aside $200,000 as "seed" money for a conceptual landscaping plan and matching funds for grants.

When this project opened, ACTA received spontaneous calls from residents thanking us for saving them time each day as they commute to work.

"I’ve lived above that intersection for 20 years. Finally, I can use it! It’s quite a time saver into the city, Oakland and work. It removes me from using city streets — it’s a real treat!"
